P267 ORACLE 207 Fri25 Dec ITN 2034:08 ZIA SCRAPS FREE ELECTIONS President Zia has scrapped his long- promised plan for free elections in Pakistan. Instead, he has established a 350M member consultative council to help him run the country. President Zia, who seized power in a 1977 coup, is chief martial law administrator. In a 60-minute TV address, he said "the internal and external situation" made it impossible to hold elections. Past experience showed elections had "givfn birth only to goons, and confusion", he said.
