P527 ORACLE 527 Sat25 Apr C4 2100:01   FORMER SOVIETS COME  IN FROM THE COLD The former USSR next week joins the capitalist fold after 70 years in the cold, but major question marks surround the economic future of the new states. With the exception of Azerbaijan, the International Monetary Fund and the World Bank are due to allow 14 of the 15 republics to sign on as members. The IMF calculates the old republics will need $44bn this year with any foreign aid conditional on a rapid move to a market-driven economy.
