Typical British reserve led to the scheme which at one time had the word 'savings' in its title, so it was not and is still not considered gambling because you get your stake money back. No effort is spared by the Prize Draw Branch in tracking down winners. One £100,000 winner turned out to be a tramp with just seven £1 bonds! The Prize Draw Manager found him in a village and then took him to the local bank to open an account (the prize is always paid by cheque). The tramp had only one request.
