P204 ORACLE 204 Fri31 Dec ITN 0030:00   LEBANESE TALKS  STILL DEADLOCKED Talks between Israel and Lebanon on the withdrawal of occupying forces have ended their second round without agreement on an agenda. Israel demanded that normalisation of relations should be the main topic. Lebanon's chief priority is the withdrawal of Israeli troops from the southern third of the countryN The Lebanese cabinet was reported to have stood firmly by its position. A communique issued after the talks said some differences were resolved and delegations would meet again on Monday in the Beirut suburb of Khalde.
