The withdrawal is in exchange for South African granting independence to Namibia. The agreement, made at a meeting in Geneva, is subject to approval by the governments involved. A date for the withdrawal to begin must also be agreed When all the governments have approved the plan, a signing ceremony will take place in Brazzaville in the Congo.
