The Scottish Secretary, Mr Malcolm Rifkind, told the Commons the sale of the boards of north and south Scotland offered "real bfnefits" to the consumer He said the plans for privatisation would help secure greater efficiency of the electricity supply in ScotlandN The new boards may mean Scotland, which has a surplus of generating capacity, will export power to England and Wales.
