The Independent Monopolies and Mergers Commission says capacity must be cut by about 10 per cent if the National Coal Board is to get its finances in order. The commission's report into the coal industry's efficiency is critical of the NCB's policies and organisation. It says the NCB will never balance its books "unless the highest importance is attached to economic production."
