The new Home Secretary, Mr Leon Brittan gave no indication when the debate would take place, but said that the government was conscious of the concern within the country that a fresh debate on the death penalty should be held. Special categories that have been widely mentioned include terrorist murders, killings of police and prison staff, and the murder of children.
