P103 CEEFAX 103 Thu 23 Jun 20:05/13         In the United States, the White House has scored what is seen a major victory in a ruling of the Supreme Court. The court ruled that Congress can not veto presidential decisions made under powers granted to it by the legislature It affects some 200 laws ranging from national security and foreign affairs to budgetary matters at home. In many laws approved over the past 50 years Congress has retained veto powers which presidents have steadfastly refused to recognise in a number of controversial cases.
